As a young man Tadashi Nagai spent a year as an exchange student at Woodburn High School in Oregon. After graduating from college in Tokyo, he joined the Ministry of Foreign Affairs. Consul General in Portland from 2000-2004, his other postings include time in Germany and Australia, and four separate posts to Serbia and Monte Negro, including the Ambassadorship from 2005-2009. Ambassador Nagai is an honorary citizen of the State of Oregon, the cities of Portland, Gresham and Woodburn, and of Belgrade, Serbia. He is currently President of the Japan-Serbia Society and the Japan-Oregon Friendship Association.

外務省で長年のキャリアを築いてこられた長井忠大使。在セルビア共和国、在ドイツ並びに在オーストラリア日本国大使館での勤務を経て、2000年から2004年まで在ポートランド領事事務所の総領事として勤務されていました。高校時代にウッドバーン高校で1年間交換留学を経験され、オレゴン州とは長年の繋がりがある方です。 ポートランド勤務後はセルビア共和国そしてモンテネグロで大使として勤務されました。
長井氏は現在、オレゴン州ポートランド市、グレシャム市、ウッドバーン市、そしてセルビア共和国の首都ベオグラード市の名誉市民でおられます。 現在は日本セルビア協会会長そして、日本オレゴン友好協会会長を務められています。
